At the heart of this controversy lies Accenture Federal Service’s purchase of Cognosante in May. Now, the GSA must scrutinize how this buyout might affect Cognosante’s capacity to fulfill the contractual obligations.

Goldstein went on to explain why his office opted against intervening further:
“Because the agency was reconsidering the award to Cognosante, we dismissed the protests as academic.”
